From the comments on Solot’s letter, again the complaint of cyclists coming up behind pedestrians on the loop. Anything that startles someone will be perceived as going too fast or too quietly or some other wrong thing. The two main users of the path need to be facing one another so that this perception does not occur. Seeing something coming “slows” it down and give folks time to react or prepare if need be. When will the county put it back the way it was?
